The All Progressives Congress, APC, on Friday,
November 6, fingered ex-President, Goodluck
Jonathan
as the reason why they have failed to
implement the N5000 monthly stipends for 25
million most vulnerable Nigerians as promised
during its presidential campaign.
The National Publicity Secretary of the Party
and Minster-designate, Lai Mohammed, in a
statement said the non-implementation of the
payment policy so far is due to the fact that it
was not included in the 2015 budget, prepared
by the Jonathan-led Peoples Democratic Party,
PDP administration.
He called on the citizens to ignore the
mischievous attempt by the PDP to “confuse
and mislead them” on this issue.
The APC, and PDP, Senators on Wednesday,
November 4, locked horns over a prayer asking
President Muhammadu Buhari to immediately
implement the payment of N5000 to jobless
Nigerians as promised during the electoral
campaign.
However, the move was countered by the APC
Senators, almost leading to a breakdown of
order in the Senate.

PDP National Publicity Secretary, Olisa Metuh,
in a statement, on Thursday, November 5, in
reaction to the APC Senators’ action said the
development is a clear confirmation of the fact
that the APC is a party of hypocrites, who never
had any intention of honoring its campaign
promises.
“The PDP declares that it is absolutely
obvious to all, that the APC came to power
riding on monumental lies and deceit in
making promises they had no intentions to
keep. All they wanted was to get into power
and they achieved this with their lying
tongues,” Metuh had said.

Mohammed who took a swipe at the statement,
maintained that even though the PDP-led
Federal Government plundered the
commonwealth in its time, the APC had devised
creative means not only to pay the money but
also to fulfill its other campaign promises to
Nigerians.
“Now, the Buhari administration has been
busy putting into place measures that will
make it possible to start the implementation
of this project. Such measures include the
introduction of the Treasury Single Account,
TSA.
“We are happy to inform Nigerians that as of
the end of September 2015, over 1.4 trillion
Naira – which hitherto was lying unproductively
in various commercial banks – has been
recovered and paid into the TSA,” APC said.
The party said that in its usual jumpy and
superficial approach to issues, the PDP had
already rushed to judgment on the issue without
bothering to hear from the APC, which made
the promise in the first instance.
Since Buhari’s May 29 inauguration, the APC
has continuously blamed the immediate past
administration for its inability to deliver on its
campaign promises.
